In Germany and other European countries, you are no longer a child at age 14. You are not an adult either. You get bumped into a higher category with a lot more rights. Pediatricians specialize in the treatment of children and adolescents.
The law frequently distinguishes children and teenagers by calling teens juveniles, minors, etc. Further if teenagers are children, everyone who has sex with one is a child molester, even other teens.
When we were in high school, we were always called young men and young women and we were expected to act the part. I can’t remember anyone being called a child or children between ages 14-17. You would have gotten a weird look if you did.
Sex with children was called child molestation and was despised. Sex with teens was called unlawful intercourse and was treated completely differently with dramatically lower sentences ranging from 6 weeks to 3 years. The girls were called jailbaits and were seen as notorious for trying to seduce men.
They were seen as dangerous temptresses. Sex with them was regarded as normal, not disordered, sick, or evil because people said every man wants to have sex with them. They were regarded as heedless or stupid, but not sick. You just weren’t supposed to do it.
Sex between 18-21 year old men and 14-17 year old girls was epidemic and the law was not enforced. After 21 it really slowed down and you didn’t hear about it much. Penalties were light. A 35 year old man and a 15 year old girl might get 6 weeks.
A 53 year old man with multiple 15 year old girls might get 3 years.
